.net UrlEncode - problema minúsculas

Eu estou trabalhando em uma transferência de dados para um gateway que me obriga a enviar dados em forma urlencoded. No entanto, de .net UrlEncode cria marcas minúsculas, e ele quebra a transferência (Java cria maiúsculas).
Todos os pensamentos como posso forçar .net para fazer maiúsculas URLEncoding?

Solução
Eu acho que você está preso com o que C # lhe dá, e recebendo erros sugere uma função UrlDecode mal implementado na outra extremidade.
Com isso dito, você deve só precisa percorrer a corda e maiúsculas apenas os dois caracteres após um sinal%. Isso vai manter seus dados base64 intacta enquanto massageia os caracteres codificados para o formato certo:

Substituir a codificação por cento em minúsculas de HttpUtility.UrlEnocde com um Regex:
