Como você efeitos MouseOver desativar em um botão no WPF?

Eu estou tentando desativar o efeito MouseOver em botões, ou pelo menos a mudança a cor do mesmo, em WPF.
Eu estou usando o seguinte estilo:

em Window.Resources, que eu pensei que iria substituir todos os comportamentos padrão. Mas isso não acontece.

Veja o que o seu modelo de controle se resume a:

Você está dizendo, "eu quero substituir o olhar do meu botão com ... um botão ." O uso do ControlTemplate
é substituir a árvore visual de um controle. Então, você está substituindo a árvore visual do botão existente com outro botão. Se você deseja iniciar um botão a partir do zero, tente usar o botão SimpleStyles:

Observe que esse modelo cria um botão da forma mais simples possível: a fronteira que contém o conteúdo botão. Ele não usa outro botão incorporado dentro do modelo.
